Federal court finds Texas law requiring rejection of mail ballots violates the Civil Rights Act AUSTIN (KXAN) -- The U.S. District Court for the Western District of Texas ruled Thursday that portions of Texas Senate Bill 1, which was adopted in September 2021, violate the Civil Rights Act of 1964, according to a news release from the United States Department of Justice.
